I have the honor to report that there is but one colored school in my district, and that taught by a colored teacher whose capacity for teaching does not extend beyond that of reading

Upon conversing with the freedpeople in the different localities in which there is a sufficient number of scholars for schools, I find the following obstacles existing, Viz.

They are unable in some localities to find a suitable boarding place for a white teacher — and that there are none of their own color capable of teaching.

At this place, and at Statenville Echols Co. — the former place having about 20 pupils
