Dear Sir:

I regret exceedingly that on the occasion of my visit to Richmond the 18th of this mo. I failed to see the majority of your Ex. Com, including yourself; not because I had any thing remarkable to communicate, but I very much desired a personal interview and a free interchange of views in reference mainly to the School work among the freedmen in Arkansas in which we are mutually interested.

I had the pleasure of meeting Mr. Reed and Mr. Evans of the Committee, and other friends of the work, at the house of Joseph Dickinson, and also again at the Office of the Committee on the morning of my departure.

At these interviews I Stated Substantially what I had to Say to the Committee, and at the request of Mr. Reed herewith give a resume of the Same.

First, as to the past - After inspecting nearly all the Schools in the State I recommended the teachers to limit the daily sessions to five hours including at least three recesses.  The one
