In response to your request of Sept. 27" for blanks I have the honor to send to-day 12 Teachers and 4 Agents school report blanks. Twelve blanks were sent your office in June last since which time but one monthly report has been received at this office.

Dear Sir:
Mr. C.M. Hervey forwards through F. W. Thibaut - Agent at Washington, Ark., application for teachers on his place in La Fayette county and guarantees 30 dollars and board to "a good teacher."
I am satisfied that a contract made with Mr. Hervey and his freedmen by the teacher, and filed with the Bureau Agent will be a valid lien on the crop and may

be collected in full unless the planter becomes insolvent. If teachers in this class of schools would do their whole duty financially, it is believed your expenses for the same might be reduced 75 per cent. Bureau Agents are generally very earnest in this matter and will do all in their power to aid us. Half a dozen good brave and earnest young men are wanted in that part of the state on equally favorable terms. Applications are multiplying daily. What can you do for us?

Sir:
I forward this day Mr. C. M. Hervey's application for teacher to Rev. Jacob R. Shipherd Sec'y Am. Miss. Assocn hoping it may be promptly responded to. In future teachers are expected to have written contracts filed with the agent of the county, that remuneration may be positively assured. Mr. Shipherd informs me that the self supporting schools, so called, have heretofore paid but 10 per cent of the
