Your letter of Oct. 13th to Maj. Gen'l. Ord has been referred from Gen. Smith's Hd. Quarters to this office. In reply I have to say that the government furnishes school buildings and other facilities, but there is no law authorizing the employment of teachers by government Agents, nor their payment from government

government funds. Shall be very glad to welcome you as a co-laborer in the work of elevating the freedmen. 
Should you desire to rent a building for that purpose please communicate with Col. Coates, Agent at South Bend Ark. Co. or with this office through him.
