( Circular Letter No. 2 )
Dear Sir:
In your report on Education of Refugees and Freedmen for March you state that . . . school houses are wanted in your district.
You are entitled to a portion of the fund appropriated by Congress to aid the freedmen in building these houses as set forth in Circular 21 Series of 1867. The principal condition being a clear title to suitable sites.
It seems important that whatever can be done in this direction should be done without much delay. I trust that you will be able to secure at least one good site in your district and have a school house under contract within

the next two months. Such an enterprise would encourage the despondent freedmen and reawaken that interest in schools which poverty and politics have during the past year tended to dissipate. It is not probable that the state can do much toward building school houses for at least two years. In the mean time if a neat and commodious school house can be erected in any locality it will not only be a standing lecture on education but will also be pecuniarily, a net gain to the neighborhood.

Sir:
I have the honor to say in reply to yours of the 9th inst. that it will be necessary for the freedmen at Phillips Bayou to secure ground title for their school house and transmit copy of the same.
I would like to be informed of the number of children between six and eighteen years of age living within two miles of the proposed School house.
I enclose Circular 21, 1867-- the order in relation to school house building.
