Dear Sir:
I think I can secure transportation for yourself and the other party, but as government transportation does not cover the entire expense of travel I would recommend you to come under the commission of some society.  As you are both strangers I should expect recommendations from the pastor of some church. You should make arrangements to come in October, not before. If crops prove favorable the freedmen will then have some money.

General:
I have the honor to state that I am in receipt of a communication from Joseph Dickinson Secretary Ind. Y. M. of Friends informing me that their appropriation toward the erection of a school house at the orphan Asylum near Helena Ark is held subject to order. As the land on which it is proposed to build the house is already held by them in trust for the benefit of colored orphans, there need be no delay in proceeding with the building. I would therefore recommend that the Disbursing Officer advertise for proposals to build according to plan and specifications herewith enclosed.
