Dear Sir: 
Accept thanks for your favor of the 23rd. I am pleased to learn that you have made a favorable impression at Napoleon where the Agent has never raised a finger to forward the good work. Our conditions in building School houses are contained in Circular 21 '67 herewith enclosed - I believe I did not hand you a copy. We will not in all cases insist upon one acre of fenced grounds, although it is always desirable to have that amount enclosed if practicable. A great point is gained in starting well. You will observe that we can rent buildings; it may be desirable to rent the Baptist church or Some other building in the South part of Helena It surprises me that Agents of the F.B. do not push this work - nothing would be more creditable to them or more acceptable to the people.
Upon reflection I doubt the propriety of making an addition to the Union School house in Helena - the location not being a good one.
Since the 22nd I have made a trip to Van Buren and Fort Smith and arranged to build at V.B. -

Allow me to suggest that you open a correspondence with W.H. Gillem Circuit Supt. Batesville, Ark., relative to organizing or school district at Jacksonport and the establishment of a free school for the colored children. We can continue to pay rent if a building for a free school if it should be necessary.
