General:
I have the honor respectfully to state that in pursuance of instructions contained in the communication of F.D. Sewall A.A.A. Gen'l, dated Washington D.C. Oct. 6th 1868, arrangements have been made with the western Secretary of the American Miss. Association and others, for securing the services of teachers of freedmen's schools. These teachers are now arriving, generally with a limited amount of funds to defray their expenses, and they look to this department for support. It is believed that the sum of thirteen thousand dollars ($13000) will be required during the year for the support of Schools, and it is respectfully recommended that this amount be granted, to be paid monthly to such teachers only as hold commissions from the benevolent Associations or under the Superintendent of Education at rates not exceeding $80.00 per month for male and $55.00 per month for female teachers.

Dear Sir: 
As the reports from Arkansas may tend to alarm teachers who have been assigned to duty here I beg to state that in my judgment there is just as much safety as heretofore. If when teachers arrive here any point should be considered unsafe it will certainly not be occupied. There is work for two or three teachers at this time in this city.
