General:
In compliance with instructions contained in special order so I dated March 13th 1869, I have the honor respectfully to state that I proceeded to [Van Buren[?]] on the 19th [[?]] and on the 23rd examined the words on the freedman's School have erect and by Hawkins [[?]] at that place and found the same executed in a substantial manner and the contract fully confirmed with in every essential particular.

Dear Sir:
Yours of the 23rd [[?]] is at hand.  I am authorized by the Ass't Commissioner Chief Supt. of Schools to say that he will allow $25.00 per month rent for your school house at 20th Street and $35.00 for the one at Pine Bluff. 
If you will inform me what teachers of yours in Ark. have not contacted with the School Offices of the district I will endeavor to secure such contract as soon as possible.

I have the honor to state that a heating stove, + pipe; a plain table with drawer and lock; and fence chains are needed in the school house at Van Buren, and I respectfully recommend that they be furnished thus [[?]] the building [[?]] with others which have been erected in the state.
