Your favor of the 22nd inst is at hand. All authority for the payment of transportation charges on school books for freedmen has been withdrawn, as you will see per enclosed circular. This change is a proper one against the A.M.A. and will unquestionably be allowed in your settlement with them; but if not, I hold myself personally responsible to you for the same.
