Dear Sir:
Yours of the 28th is this day received. As you do not state the nature of the difficulties which Trustees experience in taking up colored schools as free schools, I am left to infer that the difficulty relates only to date of contract- Indeed, I can not see that any other could possibly present itself. Upon further consultation with the State Supt. Dr. Thomas Smith upon this point the opinion is re-affirmed that there is no legal objection to making a contract at the present time "to date from" - a given day in the past - say Jan'y 4. 1869. This was done at Little Rock and at Pine Bluff. I am not advised that teachers at Camden and Washington have been furnished with certificates; but I most sincerely hope that our teachers after faithfully laboring for six or eight months among strangers and enemies may notl, now that their labors are over, be subjected to delay and expense in consequence of delinquencies for which they are in no wise responsible.
