Sir: Please find several imperfect vouchers enclosed which was returned with remarks and instructions thereon.
As indicated in my letter of March 29 blank vouchers were sent to all parties in your district to whom rents were due, only a few of these have been returned to this office. In some instances I enclosed directions and pre-paid envelopes.
I have seen the Edc. Bill which passed the house, it is general in its provisions & does not throw any light on the subject upon which you enquire.
