Respectfully forwarded to Maj. Jno. Tyler. A.A.A. Gen'l. B.R.F. & A.L. I would respectfully says the general policy of the Bureau should be to aid churches as little as possible, and only in places where there are not school accommodations in the vicinity. A narrow sectarian feeling is far too prevalent among the freedmen. We need to cultivate a generous catholicity of sentiment, among them that they may be prepared, at no distant day for the free public school. 

A church is at best but a poor substitute for a school house, being without desks and the seats beings entirely too high.

E Letter: Requests the agent at Arkadelphia, Mr. Habricht be authorized to repair a school house for freedmen at that place. The building and ground is owned by the freedmen and the repairs requested are one door two or three windows, floor, ceiling, lumber for gables, seats, desks and stove.
