Respectfully returned to Bvt Maj John Tyler A.A.A. Gen'l. The pastor and trustees of the Bethel church held a meeting March 2" 1867 and unanimously invited Mr. Buhler to take charge of their school.  It was stated that Mrs. Jacobi and Mrs. Marrow, the teachers, had had no school for some days and were quite willing to retire; their pay being quite inadequate.  Mr. B. has entered upon his duties as teacher necessitating some changes in the other schools and no intimation has reached the Supt. that any parties save the writers of this communication, feel aggrieved at the actions of the trustees.

Respectfully returned.  The right of any person of good character and proper attainments to teach freedmen is unquestioned and unquestionable.  That the very poor as well as others may receive instruction, it is expected that teachers will regard it a priveledge to receive and instruct a limited number of the indigent and the orphaned who may seek admission to their schools.

Respectfully forwarded.  The number of soldiers about this building tends to distract the attention of pupils and other ways to interfere with the schools.  The school should on no account be given up, and I can recommend this transfer only on the condition that there be furnished a suitable building as a substitute for the one asked for Mr. Miller who has assumed the controll of these matters, is absent and I am not informed of the probable time of his return.
