Letter: Requests the appointment of a traveling Agent of the Bureau in Arkansas, whose duty is shall be to impress upon the freedmen the responsibilities of their new position as freedmen and Citizens, and to call their  attention to the importance of education as a means to secure them their rights, to encourage Sabbath Schools and by familiar lectures instruct and elevate their teachers &c and recommends Mr J.B. Webb as a person well qualified for such agent
