comes within the conditions prescribed for this class of persons, viz:
1st That the persons for whom transportation is requested are employed as teachers, and specifically as such.
2nd That they have performed their contracts and have been serving in the field at least six months.
3rd That they are returning to their homes; otherwise they will be returned to the Commissioner for cancellation.

Bennett, A.A.A.G, with the statement that the records of this office show that Mr. Casey went on duty the 8th day of April 1867, and hence can not have complied with the second condition prescribed by the Commissioner. From correspondence with Mr. Casey I learn that he does not expect nor desire to return at this time.
