Mallory, state Senator Arkansas, recommending the establishment of a State Normal School at Pine Bluff with the information that the A.M.A. owns property there which could by Enlargement be made available for the purpose herein named, etc. and recommends that an appropriation of $6,000.00 be granted by the Bureau. |   | Washington DC March 4, 1870 Respectfully referred to Wm M. Assuming that a thorough Normal school will be established and maintained if this appropriation is made I most earnestly recommend it on condition that W.W. Mallory, State Senator from the 20" Dist. Ark., will pledge the institution an equal amount of state or county aid. The senator's personal influence complete with the great number of colored voters and freeholders in Jefferson County would render the securing of such aid comparatively easy. Wm M. Colby  Supt.
