April 15,1870 Encloses Memorial from Mrs. Clark, Matron of the Normal Institute and Orphan's Home near Helena Ark. and asks a favorable consideration of the same. The institution is a good one and its influence is marked. Would recommend an appropriation of a few thousand dollars.|Washington D.C. April 25. 1870.  Respectfully returned to Wm. M. Colby Supt. Education Little Rock Ark. with orders enclosed appropriating $5000. for constructing a Normal Institute and Orphan's Home at Helena Arkansas.  By order of Bvt. Maj. Gen. Howard, (Signed Henry M.
