States in answer to a private note that he has no choice between a man & a woman teacher provided he or she is a gentleman or lady. Will pay $50.00 a month and board, which will be cash $15.00 or $18.00 a month.   
Is expecting a teacher from Supt. Wygant but will accept the first competent one that applies. |   |

States that he has noticed that in the April No. of the Journal of Education that $30.00 rent had been paid to Dist. 23, ?Phillips Co. as aid in maintaining a colored school, but that he has never received anything. |  Office Supt. Education  Little Rock July 19, 1870.  Respectfully returned through office of Circuit Supt to Mr. J.C. Word. The appropriation named within was made to J.C. Winder, the name given as the office by Supt Wygant. There being no such party the amount has not been and can not be receipted for and hence can not be paid.  Mr. W.M. Colby  Supt Education |
