Specifications & contract, (with bond) for the construction of a school house at Rocky Comfort Ark. | Office Chief Qr Master  Washington July 14, 1870.  Respectfully forwarded to Bt. Brig. Gen'l E. Whittelsey A.A.A.Gen'l, for his information. Attention is invited to the fact that the enclosed papers are copies, and it is suggested that Mr. Colby should be required to forward the original duplicate and triplicate contract - with Specifications - and bond for approval before any work is done thereunder.  It should appear on the face of the contract that the school house to be erected, is designed for the Education of Refugees and Freedmen, and children irrespective of race, etc.  The contract should contain an express condition that no member of Congress shall have any interest in it, &c. following the language of the Regulations. - The time when the building is to be completed should be stated.
