The act of Congress authorizes the appointment in each District of a number of citizen agents at a salary of $1200 per annum and necessary traveling expenses; and General Kiddoo (Asst Comr for Texas) who is now here, is entreating me to nominate to him one or more good men to do in Texas precisely what our quaker friend is doing in Mo. He says no other class of men can be more useful. He will support them "Citizen Agents" and require them to report regularly to him, their observations and their work and upon their recommendation will aid very largely, in the establishment of schools. I need hardly assured you that this application is made altogether of my own motion, and without the knowledge of my hard-working friend, who is as modest as he is worthy. When I add that he is as thoroughly competent a business man as he is disinterestedly philanthropic, you will see that the case is entirely clear on our side and the Genl may act without hesitation if so disposed.
