Dear Sir:
I called upon Major Dawes to day for blank reports & was told by him that as I was not recognized as a teacher by the Bureau he could not let me have them, [[crossed-out]] I [[/crossed-out]] he also said something in regard to an examination & certificate being required by Circular No. 23 which he had not in his office & therefore could not tell me with certainty what its requirements are. Please send me a copy of the Circular above referred to. The Major also told me that you had stated to him that you had some objections to me as a teacher, that my habits were such as to unfit me to have the care of children, & that I lacked the necessary qualifications. The only habit he named as being referred to by you was the chewing of tobacco which I am free to admit is, to say the least of it a useless custom, & one which
