BUREAU, REFUGEES, FREEDMEN & ABANDONED LANDS,
Office Gen'l Sup't & Provost Marshal,
ARKANSAS RIVER DISTRICT
Pine Bluff Ark. December 20 1866

Major,
I have the honor to report an increasing demand for teachers on plantations. I view this as one of the most promising features of good to the freedmen, & greatly desire it may be promptly encouraged.
I am informed an employee of the Bureau is expected to make a tour of the state with a view to the establishment of such scools.
I would respectfully request that my district may be canvassed at as early a date as possible, & as many schools established as can be reasonably well filled. I judge the most of them may be self supporting.
very respectfully
Your Obt Servant
