Sir:

I have the honor to inform you that Mr. W.S. McCullough, Superintendent at Devalls Bluff, reports that he has not succeeded in starting a school, and as so many of the colored people have left the town, for plantations, and to other towns, he apprehends that a school cannot be put in operation there.
