I have the honor of calling your attention to Circular No. 5, C.S., from Maj. Gen. Howard, in regard to the duties of Sub. Ass't. Commissioners and Agents of this Bureau, copies of which have been forwarded to the Asst. Com. of your State. 
Will you cause these Circulars to be distributed (if not before done,) with such special directions as may be needed as you find.
Prompt action should be had as to the requisitions made, that you may be furnished with, and include in your next Report, the facts on all the points indicated, and much oblige,
