Having but recently been appointed Agent for Columbia "Co" (which formerly belonged to Maj. Coles Dist. Agent at Lewisville Lafayette "Co", I find there has never been any provision made for the colored people in the way of Schools.

The population of Magnolia is about six (600) hundred whites with a corresponding number of blacks.  Quite a sufficient number I am convinced to justify the the establishment of a school for their benefit by the Bureau.  I would therefore recommend that a suitable building for that purpose be rented - occupancy to be given September 1st 67 - and that an energetic male teacher be sent to conduct the school.
