I have the honor to inform you that I am in receipt of a bill of furniture from A. H. Andrews & Co of Chicago Ill. to the amount of $395 00. the same has been bought by Mr Colby in my name. the bill is made out in my name, and the furniture has been forwarded and is consigned to me. I am expected to pay freight and drayage from Cairo here. The merchant urges me in his letter to remit amount at once. I cannot understand this proceeding. I have no authority to purchase and cannot advance a dollar for freight or otherwise until I am duly authorized by the Asst Commissioner, and then payment will only be made after the vouchers are properly signed.
