I have adopted this plan, so as to teach them how to do business for themselves.  Also I do not think it proper for Mr. Casey to have to collect his own salary.  The Committee collect all the tuitions given from the children, or their parents, then issue certificates (as per printed form enclosed).  These certificates are collected in school by Mr. DC Casey and finally the Committee pay him the whole amount of fees collected.  So far this has not been a sufficient remuneration but money is scarce in the County.  I think that before the close of the term there will be a marked improvement in financial matters.

I have been allowing the freedmen to use the school building for meetings of different kinds, but by request of Mr. Casey I shall in future prohibit any such use being made of it.  They have to some extent damaged the building, but it will be repaired and kept hereafter for Day & Sunday School purposes.

As regards wood for use in the School house this winter I do not believe the freedmen are able to furnish it.

I would ask if the Bureau can furnish some for this purpose.
