Sir:

I have the honor to submit the following report as to the prospect of schools in this county.  

I have had applications from influential colored men for teachers for the colored people, but at the same time they say, that they are afraid if a northern person comes down here and engages in teaching them, that (unless protected by the government) their (the teachers) lives would be jeopardized, and I fully concur with them in their views - this is a very bad county.  I would therefore most respectfully request that you inform me, what action I shall take in organizing schools.
