Sir,
I have the honor to furnish for your information the following extract from the report of J.W. Carhart, Agent for Columbia County, for December 1867. 

"I find amounting to ($80) eighty dollars has been collected from the colored people for the purpose of building a school house, and but for the misfortunes of the year (in the destruction of the crops) all would have been completed without foreign aid, but owing to the above causes and urgent necessity felt for the early completion of the building, the "School Board" felt it incumbent on them (after spending all the money and labor they can control) to ask for the necessary"
