Encloses certificate of the Clerk Circuit Court of the purchase by the freedmen of one acre of ground as a school lot. The freedmen have fenced it and can do no more and in accordance with Circular No 21. ask the aid of the Gov't to build them a school house. Encloses a plan of a house which can be built for $800. to be paid in installments as the work progresses. &c
