Mr Alvord requests me to return you the enclosed [[strikethrough]] blank [[/strikethrough]] Report, and call your attention to the Circular which was issued explanatory of Ed. Form No. 4. It was intended to have these returned to the Superintendents, and they are expected to make up a report from them, to be forwarded to this office.
Mr. Alvord is glad to see such a good specimen of the reports that reach you.
