Sir:
Your letter of the 9th inst, in relation to arrears due Thomas Nowell, colored teacher on the John Williams Place, is at hand, and in reply would respectfully state. I have been unable to collect but five (5) dollars. and this though a settlement had at my office I stopped in from one of the Freedmen. Mr John Williams deceived me in this matter, so much so that the anxiety manifested by him for the Freedmens School on his place, and for the proper payment of the teacher of same I believe to have been assumed, he having failed to do anything in the premises
