Sir: -
I have the honor to enclose monthly report on Ed. Form no. 4 for May 1868, by which you will see that no perceivable improvements in educational affairs of this county have taken place since my last report. Next to Food & Shelter Religious and intellectual education is most important to the freedmen, and the sooner they (freedmen)are elevated morally and intellectually, the more benefit they will be to themselves and the Community at large. If all honest men would take such a view of the matter and not withstanding opposition use al their influence to promote religious and intellectual education, Freedmen affairs (and affairs generally in the Southern Part of the U.S.) might assume a different aspect.
