Dear Sir:
Enclosed I forward to you a copy of a letter to Mr. Logan, by the Adjt. Genl. which contains the authorized instruction in every case where rent is to be charged as per teachers of schools of 30 or more pupils. I am directed also to say that if you will make the certificate of teachers and scholars, alluded to in the circular, on affidavit before a magistrate and forward it at once, I need not wait for the report of our Superintendents before signing the vouchers. If the certificate is thus made and forwarded, it will very much facilitate payments.
