States that a school house for “Refugees” was built in union, Fulton Co., previous to Dec 31 1868, and so reported by him to the Asst Commissioner. Further states that nothing was done toward a school house for “freedmen” for the reason that no land could be procured in a suitable place.

Nearly all the freedmen left Fulton county during the K. K. excitement & the writer doubts if a sufficient number remain to make a school.

A school of 60 or 70 could be formed at Pocahontas where land has been procured & a building is in contemplation.
