Yours of  March 18th has been forwarded to me at this place, and in reply, I would state that a school house for refugees has been built in Union Township Fulton Co. and finished before Dec. 31st 1868. And so report by me in my final monthly report to Genl. Smith dated Dec 31st ‘68. The deed is recorded in the hands of new Richardson prest. of the board of Education, who was appointed by Captain. Simpson Mason, and I continued the same board there was $400 ~ appropriated for the said house, and Col Henry Page issued the checks and I paid the money to E. D. Blevins, there was nothing done for a freeman school, as land to build on could not be procured in a
