Dear Sir
I represent the United Presbyterian Board of Freedmens Missions in the work among the Freedmen in this place - and our church in the recent meetings of the general assembly, last week in Monmouth, Ills resolved to Establish a Normal School at some suitable point in the south - and I write you to inquire as to the suitableness of Little Rock for such a school for the Freedmen. And what inducements the Bureau, and State would probably hold out in the way of buildings and appropriation to further establish such an enterprise
