Office Circuit Supt Pub Instruction
Washington Ark June 11th 1869

Wm M Colby Esq
Supt of Education
Little Rock Ark

Sir
Your favor of the 24th ult just received and contents noted. That the colored schools at Camden and this place have not been taken up under our School System is the fault of the Trustees in those places. As they were instructed to do so by me. In all towns of any importance in my District I have most trouble in securing good Trustees. Most citizens thinking it beneath their dignity to act as Trustees for free schools. I am however rearranging matters - and will arrange for this school while here and the Camden School on my return So teachers at both places will get the benefit of all I found. No discourtesy
