in regard to the wants and necessities of the Colored people, and the feeling of the White (Old Citizens) people here. Pine Bluff is situated on Arkansas River fifty miles from the geographical centre of the State and in the direct centre of the Colored inhabitants of the State which makes it the best location, all things considered for a State (Colored) Normal School. I understand through Maj S.N. Clark that the Association intends to establish a school of that kind in the State and I would like to have the Association thouroughly investigate the feasability if this location.
