Sir:
Referring to letter of O. H. Howard dated Feby. 14th 1870 requesting an appropriation of 6.000 for the erection of a Normal School building at Pine Bluff. Ark., and referred to you from this office by endorsement April 18th 1870. I am directed by the Commissioner to inform you that Revd George Whipple, Cor. Secretary of Am. Missionary Association has forwarded to this office a copy of the deed of land upon which the above mentioned building is to be erected. Upon examination of the same it is found to conform substantially to the requirements of the Bureau, therefore orders are herewith endorsed appropriating $6,000.00
