Dear Sir
  Herewith inclosed please find Plan for the Normal School building to be erected in the asylum in Phillips Co Ark.
  The cost of the building according to this plan will be $6,ooo to include a belfry and as this am't exceeds the amount appropriated the cost can be brought within the appropriation  by leaving a part unfinished say the second story and have no blinds put to the windows for the present this will reduce the cost to $4,850.
  The matter is submitted for your consideration and if any changes suggest themselves to you please make them known
