I am giving out the merit cards of "Atwaters School Govt.", and the system works like a charm. They prize the colored bits of paper very highly and take the utmost care of them. It is very rare that a necessity for corporal punishment occurs now.

They have been living in as filthy a way as pigs in the crowded & dusty quarter yard. But now they come with clean faces & hands generally, and clean clothes on Monday morning always, while the girls take some pride in having clean handkercheifs for their heads, since I have complimented the appearance of two or three.

Punctuality, Cleanliness & fair Deportment are the required conditions for receiving the merit cards.
