Office of Superintendent of Education,
Bureau Refugees, Freedmen, and Abandoned Lands,
State of Arkansas
Little Rock, Ark., July 5th 1870.

Gen. H.M. Whittelsey,
A.A.A. General, Bu, R.F. and A.L.,
Washington, D.C.

General,

I have the honor to state that by consent of the American Missionary Association I have been canvassing for the donation of a normal School site near this city which shall be larger, healthier and every way more suitable than the one at Pine Bluff, with a fair prospect of success. The consent of the Commissioner to this change is respectfully asked.

I have the honor to be,
very respectfully,
your obedient servant.
