Forwards letter of W. M. Colby Supt. of Edu. Ark. enclosing copies of combined plan and specifications for erection of school house at Rocky Comfort, Ark. Stating, that Mr. Colby should forward duplicate and triplicate contract with specifications abound for approval before any work is done; that it should appear that the building is designed for the edu of refugees, freedmen, &c. that the contract should contain a condition that no Member of Congress shall have any interest in it; that the time for completion of the building should be stated; that "a Competent Inspector" should be stricken out and the words "the party of the first part" inserted; and the bond should be sealed.

Respectfully forwarded to Bvt Brig Genl E. Whittlesy, A.A.A. Genl for his information. Attention is invited to the fact that the enclosed papers are copies, and it is suggested that Mr. Colby should be required to forward the original, duplicate, and triplicate Contract - with specifications and bind for approval - before any work is done thereunder - 

It should appear on the face of the Contract that the school hence so be erected is designed for the education of Refugees and Freedmen and children irrespective of race, &c - The Contract should contain an Express condition that no member of Congress shall have any interest in it, &c - following the language of the regular terms - the time when the building is to be completed should be stated - the words "a competent inspector" should be stricken out, and the words "the party of the first part" inserted in lieu thereof -

The bond should be sealed
