Wm M Colby Esq.
Superintendent of Education:
Pine Bluff, Ark:

Dear Sir:

I notice in the report of the Gen'l Superintendent of Education, page 47, a statement from you of the need of a Savings Bank either at Little rock or Pine Bluff. Why do you not take hold and organize one. I am the more anxious to do so now because Mr Rogers who comes to Congress from Ark. has tried in his so called "minority report" in the Harvard Investigation to throw contempt and suspicion on the Savings Bks. I would like to demonstrate under his own eye, the injustice of his remarks. Please write.

Yrs. Truly
