I have the honor to forward the deposition of Wm Jenkins just handed me, of which I retain copy. He has omitted altogether the conversation in my office a week or so ago, to which I was a witness & in which John Harris stated that the horse belonged to Minon, and was given him by Minon to work the crop. He turned out to be of no account & Minon sold him [[strikethrough]] and with [[/strikethrough]] his consent, Minon agreeing to put in another horse.
Wm Jenkins swears that Minon traded the account to this negro to get the jurisdiction of the Bureau.  It is not such a case as Congress contemplated in the Act.  Mr. Smith says
