Respectfully returned to Major General O.O. Howard U.S. Army. Comr. of Bureau of Refugees, &c who is informed that under the authority of the Secretary of War given in Circular No. 7. from Bureau of Refugees, &c. of June 13, 1865, such Teachers as are specially and officially and in writing recognized by the Commissioner or Assistant Commissioner of the Bureau of R.F. and A. Lands. as on duty in their several fields of labor, may purchase stores from the Subsistence Department under precisely the same rules as apply to such purchases when made by the officers of the army, as provided in paragraph 1229. Revised Regulations for the Army of 1863.-
