General
This will introduce to you my friend Col. John E Haskell of this state.

He desires to secure from you transportation for certain freedmen who desire to go to the west and whom he expects to employ at full wages the next year.

These people are unfamiliar and Mr. Haskell is an honorable high toned and just gentlemen. As I am satisfied he will perform all the stipulations he undertakes with fidelity and as I believe in this case the condition of the freedmen will be greatly improved by removal I commend his application to your favorable consideration and action

These people have relations in the neighborhood where they will go in the west. - husband, brothers &c
