feel relieved from a restraint as necessary and propper to themselves as to the proprietors who are dependent on on the presence and authority of the Subassistant Commissioner here in whose justice and official integrity they have the fullest confidence. The planting season on rice lands is about over and under the most energetic labour the growing rice can only be kept free from grass. The loss of one week of the laborers would be very damaging to the product. A brief strike of the Freedmen on any plantation now would involve a loss of product not to be readily estimated.  Understanding that the purposes of the Bureau and of the landed proprietors are in common that of justice to the Freedmen and the landlords I repectfully solicit a full inquiry into the importance of retaining Captain Brandt in his present position where he will be immensely useful to all parties.
